... by any known measure the number of people who are not harming themselves or others as a result of using drugs exceeds by a wide margin the number of people whose drug use actually causes harm. Much drug use is relatively harmless. This fact helps to explain, though it does not entirely explain, why so many people use drugs and in some cases go on using them.
